Todd Chason

Todd is a Member in the law firm of Gordon Feinblatt LLC in Baltimore, Maryland, Chairs the Firm’s Energy and Environmental Practice and is the Team Leader of the Power Development Team.

Todd has spent more than 15 years developing relationships with key Maryland officials within executive branch agencies and the legislature.  During Maryland’s General Assembly session, Todd lobbies on energy and environmental legislation for clients including renewables interests and merchant power generators.   He also often participates in Maryland Public Service Commission rulemakings, including community solar.

Todd devotes substantial time to developing large solar projects in Maryland, providing permitting counsel for more than a dozen utility-scale solar projects with more than 300 MWs of capacity. The majority of these projects have progressed through Maryland’s Certificate of Public Convenience and Necessity (“CPCN”) process, though Todd has also handled CPCN-exempt projects.  He successfully represented a client to obtain the first solar CPCN issued in Maryland for a 20MW facility. These projects leverage not only his experience in energy matters but also his knowledge of the environmental aspects.

Todd has been named a “Maryland Rising Star” in Energy & Natural Resources Law in Maryland Super Lawyers Magazine each year since 2010. He received his J.D., cum laude, from the University of Baltimore School of Law and his undergraduate degree from Stevenson University.
